Twenty-plus years in the works, the $1.4 billion Council Bluffs Interstate System Improvement Program reconstructed 14 miles of interstate and drastically improved the junctions of I-80, I-29 and I-480. Nearly complete, the program of nearly two dozen construction packages is finishing ahead of schedule and under budget.
